In 1988,Texas began experimenting with early voting; but it was not until 1991 that Texas implemented this voting system.The early voting process allows citizens to vote prior to the schedule of a public election during specified times and days. However, the reason for being absent on an election day has to be properly documented. The aims of the early voting process are to reduce congestion at the polling stations during the election day and to enhance voters' participation.
