I am pretty sure it is  "Zoning codes controlled the type of buildings, where they were built, and encouraged safety improvements ".  I know that living conditions were awful during early industrialization.  Many people were living in the same house without plumbing.  The cities were filthy and polluted.  Families were forced to share a bed as well.  Hope this helps.
