After World War l the United States stuck with a strict policy of isolationism. The American people didn’t want to be involved in European affairs. Accepting the refugees would’ve been a way for the U.S. to get dragged into the war. Britain and France had to abandon their plans to send military aid to the Confederates.

By using the Proclamation as an instrument to turn the war into a crusade against slavery (which it hadn't been), Lincoln made it politically impossible for free nations abroad to help the South.
