3y=x-12
y=1/3x-4
parallel means same gradient, which is 1/3.
Use formula y-y1=m(x-x1), m=gradient and y1 is y coordinate of point and x1 is x coordinate of point.
y-4=1/3[x-(-3)]
y-4=x/3+1
y=x/3+5
