The engineering and administrative controls are not effective when trying to reduce hazards. The PPE is basically just personal protective equipment. When working with hazards, it is best to wear personal protective equipment, like: gloves, safety eye glasses, masks, helmets, and etc to protect you and your body.
When engineering, work practice, and administrative controls are not feasible or do not provide sufficient protection, employers must provide personal protective equipment to their workers and ensure its proper use.
