Yes it a mathematical sentence because it has the verb "is equal" in the sencence.

x = 1 translates to:
x is equal to 1 - notice the "is equal"

x + 1 is not a sentence because there is no "is equal" in the word form
x plus 1 (this needs more to it to understand)
