The workers' group, also known as the communist league, was seeking for changes to improve the workers situation. The communist league's plan was known as 'The Communist Manifesto' in response to the existence of social classes and the uneven distribution of wealth they were facing. The league believed that revolution was needed in order to have a reform and they were hoping for changes in Russia since the poor population was terrorized, discontent and feeling oppressed by the ruling of Czar Nicholar II.

There were no restrictions and everybody had to live in harmony. Immigration also had no restrictions and people from other places could easily come and settle there.
