It is traced back to hundred years ago and pork barrel spending and also the intersection of themoney and politics. In 2006, 1400 projects were distributed and spend it on the basis of $30 billion. Congress put moratorium on the practice of the ear marking, thus placing them on appropriation bill to fund the money to special projects. Earmarks was used by legislators, those who were attempting to pass the broad bill.
