Pacholke made several efforts throughout his years as a prison administrator to help in improving the living conditions of prisoners, which include giving them education programs and allowing them to be more productive for the economy.

What he meant by saying that the system has become good at containing individuals who have fallen through all other social safety nets, was that there were minimal efforts put in place in order to prevent people from participating in actions that would make them go to prisons.
