Specific heat is the amount of the energy that is needed to raise the temperature of 1kg of water by 1 degree C. As its a unit of measurement the high heat capacity means that water can hold more thermal energy at a lower mass or lower temperature. Thus specific heat capacity of water and ice is different.
The only solution to this problem is to say that the per capita GDP is higher for citizens in Chile than Brazil. It makes sense cause the higher the capita the higher the growth rate is.
