Radical Republicans wanted enfranchisement of freed blacks in a swift process but President Johnson who supported the Elite aristocrats and planters made Radical republicans think that the Africans would be re-slaved by the planters.  

Four confederate generals occupied the seat in the legislature and supported the abolition of slavery. This enraged Congress which at last impeached President Johnson’s power.
