IGO's have a global scope-The members of an international organization usually state, but today non-state actors also tend to be considered in membership. Some International governmental organizations set a global agenda and can limit the power of the member states (For example the European Union is seen as a classic example of this, where state power is limited and the regulations tend to be applied among all members of the EU).
