The answer is D: End of civil war.

An interstate conflict refers to a conflict generated between two or more states within one single nation (other forms of conflicts could be intra-state conflicts, which would be a conflict within one single state of one single nation; or an international conflict, which would be a conflict between two or more nations). The best example to illustrate an interstate conflict would be the USA´s Civil War in which northern states battled southern states.
