I think the key element would be knowledge and science
the hunting and gathering method created several problems in early human civilizations, such as :
- hard to find food on winter
- Group was expose to various dangers and have to continually moving

To solve this, we created agricultural method, so we can stay in one place and stock up our food on winter

About a month after the United States had joined the war, the Selective Service Act was passed. This was to ensure that the United States had enough soldiers to fight if needed.

Before World War I happened, the United States did not have a big military compared to other countries. When problems started to arise and the United States finally joined World War I, the military started to expand and even the draft was created.
