I don't know too much about that because I think I learned about this in 6th grade but I think a possible answer could be:

Trade allowed them to give away things they didn't necessarily need and receive things that they did need. Doing this could allow them to make alliances with the people/places they traded with.

Your answer would be, The philosophy of Judicial Activism was used in Brown v. Board of Education, Because, it allowed for a complete policy shift, and moved away from the "Separate but Equal" which was ok before this.
