add 4 to each side
3x = 10
divide both sides by 3
x = 10/3

now if u plug in -2/3 into the equation you'll get 3(-2/3) - 4 = 6
-2 - 4 = 6, but there's an absolute sign so instead of the left side being -6 it will be 6, so 6=6
