Both terms correspond to significant areas of a nation’s economy, and it is entirely up to the government to decide on which area shall they invest more. During circumstances, when there is a threat to a nation’s sovereignty or national security, the Government may choose to limit its spending on providing food resources for its citizens, and introduce a rationing system. During times of a natural disaster such as famine and drought, the government may choose to focus on providing food for its citizens and increase their spending on procuring food. This may be in the form of food imports or relief.
