Hey there! :D

Let's look at the difference between a scientific theory and a scientific law. 

A scientific theory is something that can be changed. If new information is uncovered, the theory can be modified. (ex. That the universe expands) 

A scientific law is something that will never change. It is a proven pattern in nature, and it is highly unlikely that anything will prove it wrong or false. (ex. gravity) 

The one that would cover the most is "B". It makes the most sense when it comes to advancing and revising the theory. The more advancements we make, the more we can learn about cell theory and structure it towards becoming a scientific law.
