A conclusion would typically start with, "In conclusion". So, that being said, it's not a conclusion. A counterclaim is a response to another claim, this wouldn't be a counterclaim because, it's not really claiming anything, just stating facts. The introduction would sometimes ask a question, lets say the topic was climate change, you would start with "Does climate change really affect our planet?" Then you woukd states why and how. That would be your introduction, but since it starts off, stating what it appears to be, what we already know, or what we've already talked about, the answer is the main body.
