The first answer is when x is less then 5
the second answer is the graph would have a dashed line below 
for the first one I just analyzed the graph and concluded such 
the second one I knew that when it is not "or equal to " with a line under the inequality sign then the graph line is dashed

Yes, it is geometric and the ratio is 3/4.  You can tell because you can divide each one by the one before and you get 3/4.  (3/16)/(1/4)=3/4, (9/64)/(3/16)=3/4, and so on.

B. Again plug in your equation Y = 2(-5) + 1 then you must simplify by solving your 2×-5+ 1 and then you end up with Y equals -10+ one which simplifies to y = -9
