I think it is "granting civil right and protection to all citizens" because there are many exceptions and many cases in which that doesn't apply, thus the Constitution must amend its previously written (minor) laws.

According to the Constitution, Congress has the right to declare war (Article I, paragraph 8) and the President is the commander-in-chief of the armed forces (Article II, paragraph 2). However, it was not a formal declaration of war. In 1973, the War powers resolution was passed by Congress with a two-thirds majority, after a veto by President Nixon. The aim was to ensure the future participation of the Congress in the use of armed forces.

Answer: Advantages to the New Jersey Plan included giving smaller states equal power to larger states in the federal legislature, as well as giving the federal government more power to raise taxes, to regulate commerce, and to control foreign policy.

Although popular, the Virginia plan had several flaws. It did not distribute enough power to the small states, a major reason why it was not passed. In addition, many felt it did not give enough power to the state government, and would corrupt the nation, turning it into a monarchy.
