He negotiated the agreement of Cobden–Chevalier free trade in 1860 ,with Britain and other partners in European countries. It should be noted that the first of the disruptive nation builders was Napoleon III. He set out to create a lavish court, boost the economy, build railroads, and otherwise modernized France.
