There were some hints of this sort of idea in ancient and medieval theories of government.  The idea of "separation of powers," however, became prominent in political philosophy in the Enlightenment, introduced to an extent by English philosopher John Locke and then elaborated more fully by French <em>philosophe </em>the Baron de Montesquieu.
