The Land Ordinance of 1787 also known as the <em>"Northwest Ordinance"</em> viewed Native American communities as an obstacle to the new nation's expansion due the purpose was to turn the Northwest territory lands into American States at all coast, including off course extreme violence; Native Americans were not part of their plan due the law stated that a state was the equivalent to 60.000 people, but  they basicaly meant white settlers, even though on paper said Natives <em>"were to be treated with the utmost good faith"</em>;

they never followed through that pledge.
