The delay in the ratification of the Articles of Confederation was caused by fighting between Maryland and Virginia.

The fighting between these two states was spurred by a disagreement over land claims. These two states fought over territory west of the Appalachian Mountains. This dispute between these two states resulted in the ratification of the Articles of Confederation being delayed by four years.
