If this is fill-in-the blank here are the likely answers. 

Women have to choose between: Low-income workers and responsible citizens/parents. 
A common choice of illegal work for women is prostitution. This choice pays well in the right situation but will put women in risky situations. 
Lastly, women would have to hide their earnings from the government in order to protect their welfare rights and/or child support payments. Being they are engaging in illegal work, there are no benefits and welfare would provide those benefits like daycare assistance and health care.
