To solve that use the Quadratic formula.
ax^{2} + bx + c = 0
9 {x}^{2}  + 3x - 2 = 0
Solve using:
x(1) =  \frac{ - b -  \sqrt{ {b}^{2}  - 4ac} }{2a}
and
x(2) =  \frac{ - b  +   \sqrt{ {b}^{2}  - 4ac} }{2a}
Answers are
x(1) =  \frac{1}{3}  \\ x(2) =   - \frac{2}{3}
