Explanation:

The Virginia Plan, also known as the Randolph Plan or the Large-State Plan, was commissioned by the then Virginia Governor Edmund Randolph in May 1787. A new federal government formation plan was formally proposed at the United States of America Constitutional Conference in Philadelphia on May 29th. The most important feature of this program was the design of a strong bicameral legislative department. The program was mainly designed by the founding father of the United States, James Madison, while waiting for other delegates to arrive, and was the only one accepted by the majority of the delegates in the conference to become the basis of the final constitution.
