Although both of these passages employ the word "nature," they do so in slightly different ways. In the first sentence, the author states that men are "by nature" free. This implies that men are "naturally" free. The sentence attempts to give an explanation of what should be seen as "common sense" by people.

On the other hand, in the second sentence, the author states that some men "are of such a nature" that they cannot change be surrendered. The word "nature" here is used to describe a person's intrinsic tendency or inclination towards a particular action.
