If x were to equal negative 13 then y would equal 2 because 7 times 2 equals 14 and 14 times 4 equals 56. negative 13 times 4 equals negative 52 so you would do keep change opposite or 56 minus 52 and get 4

solve for x = 0

4 × 7y = 4
28y = 4

divide by 28

/28    /28 

y = 4 / 28

y = 1/7.
