Executive order #9066 by FDR ordered that "designated personnel" can be removed from designated "military areas". This order was at the time of World War 2, more specifically soon after Japan bombed Pearl Harbor, so there was tension between the Japanese and Americans in the United States. The president's obligation is to the citizens of the United States. Therefore, despite their ethnicities, the president needs to make decisions on behalf of all American citizens, not just the ones that are born here. It is also unconstitutional for any person of power to target a specific ethnicity.
