He greatly supported the draft imposed by the Confederacy of able-(white) men, going as far as to oppose or deny conscription excemptions, recomending white cattle ranchers to use slaves in order to free up white workers who could be conscripted and incorporated into the Confederate army. He also set out to build military facilities and factories in Texas to aid in the war effort against the Union.
