Many ancient forests were completely destroyed before legislature was implemented to protect the environment since people didn't care about the trees. It didn't. People still disliked African-Americans in the south even after the abolishing and after the reconstruction. They just found new ways to be racist and exclude them from the society through things like segregation laws or jim crow laws or the black code or anything similar that was racist.
