Newly independent countries might have been best prepared to establish stable governments if they <span>had been granted a degree of self-rule when they were colonies. In this way, they would have known how to run their own government beforehand and be able to establish systems fit for the citizen's needs.    </span>

Even nowadays, although Mexico and Brasil have modern industries and economic development, there is still inequity and poverty in low classes.  Spanish domination in the case of Mexico and Peru, or the Portuguese conquerors in Brasil, were so dominant that never allowed its territories to have political participation. That is why they had revolutions.
