This question is worded... differently but what I believe your trying to ask is in early societies climate played a huge role in what happened, what they grew, etc. For example you had to realize that in Indiana there are many flat lands and good soil. Perfect for corn plus many other plants. But there also are cold winters, meaning the crops can’t take long to grow. The same with people. If the market can’t take the demand of the residents for coats hats and what not-how are the people going to survive. So as you can see climate affects hugely as to where you live what you eat and how you dress. Another example could be Antarctica. They have a cold climate that doesn’t allow many activities. That’s why Antarctica only has about 1000 residents.

This made them automatically becomes citizen of America, but he can only be a citizen each family can only vote if it's male members own a property or any tax paying means.
