The quote referred to in the question is talking about how American colonists were forced to stand trial for crimes they supposedly comitted in England instead of America. This was one of the many reasons the colonists broke away from England and became their own country.

When developing a new constitution, the delegates remembered these experiences as colonists and including rights that they felt all citizens should have. This incldues the right to a jury trial, hence why it is part of the Bill of Rights in the US Constitution.
