Lifeboat ethics is a metaphor of resource distribution, proposed by Garrett Hardin in 1974, that assumes that there are 100 people thrown into the sea when 50 people are already on a lifeboat that can physically ride up to 60 people.

Hardin stated that people who traveled in the lifeboat would be developed countries, and that those thrown into the sea would be a metaphor for developing countries. In this way, he exemplified that it was more beneficial for the developed countries to abandon the developing countries and give priority to the security of each country.

Explanation: I took this test, but you forgot to provide the paragraphs, oh well. Anywho, C pretty much explains about the executive branch, those who make law. According to Roosevelt's plans during his presidency, He was somewhat focused on that. As with B,  One of the paragraphs states:

"Our greatest primary task is to put people to work. This is no unsolvable problem if we face it wisely and courageously. It can be accomplished in part by direct recruiting by the Government itself, treating the task as we would treat the emergency of a war, but at the same time, through this employment, accomplishing greatly needed projects to stimulate and reorganize the use of our natural resources."
