In the movie Thirteen Days, President Kennedy has 3 choices to make quarantine, air strike and make a deal. In the option quarantine, the naval troops shall cease all ships entering the Cuban waters and they will investigate and check the ships if there are ammunitions that will access Cuba. In this choice, the vessels entering Cuba back-off the quarantine zone. Air strike was also authorized by the President in this movie but it come to a point that the pilot went down. Last option was to make a deal by sending the brother of the President, Robert F. Kennedy to meet with the Soviet Ambassador. The problem with this is that the Soviet Ambassador wants the US to remove all the missiles in the border but Robert Kennedy says that this is not possible.
