$m = \frac{y_2 - y_1}{x_2 - x_1} =\frac{0 - 2}{9 - 0} = \frac{-2}{9}$

Use the point-slope formula and whichever point you want as $(x_1, y_1)$, in this case I'll use $(0, 2)$

$y - y_1 = m(x - x_1)\\y - 2 = -\frac{2}{9}(x - 0)\\y -2 = -\frac{2}{9}x\\y = -\frac{2}{9}x + 2$
