Growth factors are the factor that stimulates cell division when conditions are favorable. It is added to cells to stimulate transcription of early response genes, such as transcription factor c-Fos; altogether these factors stimulate transcription of delayed-response genes. 
The cell number it depends on the amount of the cell division and cell death.
