One could infer that the author is satirical, due "<em>Satire</em>" is the genre that uses humor, irony or exaggeration to criticize social vices, in order to highlight certain issues requiring attention.

We could also assume the author is a comedian trying to introduce a controversial subject making it appear nonthreatening, thus the audience can deal with the issue easily and efficiently.
