I went ahead and rewrote x+6y=61 to x=-6y+61 to get x by itself.

I then plugged that into to the first equation to get:

4(-6y+61)-5y=-17

I factored to get:

-24y+244-5y=-17

I combined like terms

-29y=-261

I then divided both sides by -29 to get y by itself and I got y=9 which is A.
