P(past)=\frac{15}{39}.

Based on this​ fact, we have to find the relative frequency probability of the accuracy of the forecast for tomorrow.

Now, based on the information and data given in the questions we can safely conclude that the probability of the accuracy of the future forecast will be the same as the probability of the past 39 days.

Thus, probability for tomorrow's accuracy is:

P(tomorrow)=\frac{15}{39}\approx 0.385 (decimal rounded to the nearest thousandth )
