One of the most significant American psychologists was B. F. Skinner. He was a behaviourist who created the operant conditioning theory, which holds that behaviour is governed by its outcomes, such as rewards or penalties, which increase or decrease the likelihood that the behaviour will recur.

Punishment results in a behaviour being decreased, whereas reinforcement results in an increase in the behaviour. Punishment may be used in a good or bad way, much like reinforcement. Any reinforcer, whether positive or negative, makes a behavioural response more likely. Positive or negative punishments both reduce the chance of a behavioural response.

First of all, the Bill of Rights was a document whose main goal was to restrict the rulers authority and therefore to establish government where people would be the main factor in the process of decision making. Freedoms that are mentioned in the Bill of Rights also became some of the central ideas stressed out in the founding documents of United States. Some of them are freedom of speech, trial by jury and many others. At the end, John Locke influenced both Bill of Rights and Founding Fathers.
