Popular sovereignty means that government authority comes from the people and is subject to their will.

Popular sovereignty implies "that the legal and effective residence of the power of command of a social group is found and exercised in and by the universality of citizens", in particular in the democratic states. Thus, universal suffrage becomes a fundamental right and the citizen's condition is the same for everyone regardless of any other consideration, except for the limitations of age or judgment.

There were also more jobs in the city, so migration to cities from rural areas increased and expanded the business market as opposed to the farming industry. The large increase in city populations, in turn, created many health issues such as unclean living conditions, prevalent crime, and greater fire risk.</span>
