Cortisol can go through the plasma membrane due to its hydrophobic nature.

It forms a hormone- receptor complex by adhering to the intracelullar receptor protein in the target cells. This complex formed works as a transcription factor in the nucleus, as it binds and activates the transcription of specific genes into mRNA. This mRNA is then translated into specific proteins.

Note:

Cortisol signal works in the stress response to promote the production of these specific proteins which can help an animal in boosting blood glucose level or serve as source of glucose during starvation or strenuous physical activity.
