The question is asking about the change in values p depending on the change in w. So, let's play around with w.

Take w=1, then p=-0.25\times 1+15=14.75
Take w=2, then p=-0.25\times2+15=-0.5+15=14.5
Take w=3, then p=-0.25\times3+15=-0.75+15=14.25

.
Take w=100, then p=-0.25\times100+15=-25+15=-10

Notice how p decreases in value for every increase in w?

Therefore, as w increases, the value of p decreases (always).
