The intent of this section is to clearly outline when the president has the ability to send American troops to another country. Based on this section, the president can only deploy troops if:

A) Congress votes to go to war.
B) A law is passed that allows the president to send troops in.
C) There is a national emergency due to an attack, resulting in the US military to get involved immediately.

This ensures that the president does not abuse their power as commander-in-chief of the US military.
