Explanation:  William Penn's principles were that the government of the state as well as the law enforced by that state should not impose any religious beliefs, for he believed that religious choice was a matter of the personal choice of individuals, not the collective imposition of one religion on the whole nation. Penn, who was a member of the Quaker, i.e the Religious Society of Friends, believed that all humans had the same natural rights, so he advocated some of the ideas of the Enlightenment. That is why he advocated the creation of legal frameworks that would provide the basis for a free society, in other words he advocated what we would call the rule of law today, and he wove it in the state of Pennsylvania he founded. So in Pennsylvania's legal framework, he ensured that everyone had, for example, secure private property, free press, religious tolerance, and more.

Thus, the "holy expedition" was an action and an attempt by the Quaker Society to establish a community in which all other religious options that were persecuted, along with the Quakers, would have equal rights and become a state of Pennsylvania.
