This kind of system divides the power equally due to the fact that laws can be set after each individual in each state. Rather than setting a law after a model where they assuem that it will fit everyone. For example, if there is a state that has it worse economically than others, than the leaders of that state can decide if its good to set a law that will only make their situation worse or if they should the people instead.
